Robert Hughes-Penney

Director

Robert Hughes-Penney is Sheriff of the City of London and a senior civic leader with longstanding experience in investment banking.

He is spearheading the Justice for All Series, a major civic programme that brings together legal, business, academic and public sector leaders to explore access to justice, civic responsibility and the role of institutions in modern society. Through this work, Robert provides strategic leadership to CS-GB CIC, ensuring its justice focused programmes are credible, authoritative and aligned with public interest.

His role brings strong civic oversight, institutional insight and a commitment to strengthening trust in justice and public life.

Lars Andersen

Director

Lars Andersen is a member of the Worshipful Company of World Traders and brings international commercial and strategic experience, with a background spanning business leadership, cross-border collaboration and organisational development.

He supports CS-GB CIC by helping shape the Justice for All Series so it is commercially realistic, operationally robust and capable of scaling responsibly. Lars focuses on building effective partnerships across sectors, ensuring social purpose is matched with professional delivery and long term sustainability.

Sam Liu

Director

Sam Liu is an entrepreneur and programme founder with extensive experience in technology, employment initiatives and cross-sector partnerships. He has spent over a decade building and leading organisations that connect young people to work, skills and real world opportunity.

Sam leads the design and delivery of CS-GB CIC’s programmes, working closely with employers, public bodies and community partners. His focus is on practical outcomes, accountability and creating routes into work that lead to long term progression rather than short term intervention.
